Female Sex Offender Accused Of Abusing Boy, 6, Reports Poughkeepsie Move

DUTCHESS COUNTY, N.Y. - A registered lifetime female sex offender accused of sexually abusing a 6-year-old boy she was babysitting has changed addresses in Poughkeepsie.

The New York State Division of Criminal Justice Services issued an alert on Tuesday to Dutchess County residents regarding the residency of 47-year-old Billie J. Shaffer, who moved from a Dutcher Place residence to a Clinton Street apartment in Poughkeepsie.

The Division of Criminal Justice Services has assigned Shaffer a Level 3 threat, which means she is a “high-risk repeat offender and possible threat to public safety.” She has also been designated for lifetime registration, though she can petition for relief.

According to the Division of Criminal Justice Services, Shaffer was arrested on a first-degree sexual abuse charge in November 1998 after she allegedly had sexual contact with a 6-year-old she was babysitting. She was arrested by the Poughkeepsie City Police Department and sentenced to two years in prison. She remains under the department’s jurisdiction.
