Westchester County Marks 16th Anniversary Of 9/11 A series of events will be held throughout Westchester County Monday to commemorate the 16th anniversary of the Sept. 11 attacks. The county will host its annual memorial ceremony at "The Rising" at Kensico Dam Plaza in Valhalla at 7 p.m. Monday. The Town of Cortlandt and Villages of Buchanan and Croton-on-Hudson will be hosting a dedication ceremony at 4 p.m. at Croton Landing to dedicate a new memorial, "Reaching Through The Shadow." The event was organized by the school's astronomy teacher Bruce Zeller who said he was pleased -- if not a little overwhelmed -- by the crowd.
