Traffic Stop Results In Drug Charges For Peekskill Man, Woman

A Route 22 stop in Putnam County resulted in separate drug-related charges for a man and woman from Northern Westchester.

At approximately 7:10 p.m. Saturday, April 6, Putnam County Sheriff's Deputy Christopher Irwin observed a vehicle commit traffic violations on Route 22 in  Southeast, Putnam County Sheriff Robert L. Langley Jr. said.

After a traffic stop of the vehicle, a subsequent investigation revealed that the vehicle’s driver, Michael Conti, 31, of Peekskill, was allegedly impaired by a drug, Langley said.

It was also revealed that Conti’s New York State driver’s license was revoked due to a previous driving while ability Impaired convictions, according to Langley.

In addition, the investigation also revealed that the vehicle’s passenger, Christina Frayne, 30, of Peekskill, was in possession of alleged PCP, Langley said.

Conti was placed under arrest and based on having two prior convictions within 10 years, was charged with driving while ability impaired by drugs as a felony. He was also charged with aggravated unlicensed operation of a motor vehicle in the first degree, also a felony.

Frayne was arrested and charged with criminal possession of a controlled substance in the seventh degree, a Class A misdemeanor.

Both Conti and Frayne were arrested and processed at the Putnam County Correctional Facility.

Conti was arraigned by the Justice Gregory Folchetti of the Town of Southeast Justice Court. Due to previous felony convictions, Folchetti remanded Conti to the Putnam County Correctional Facility on no bail. He is scheduled to appear in court, at a future date and time.

Frayne was released on her own recognizance and issued an appearance ticket returnable to the Town of Southeast Justice Court.
