A group of Good Samaritans gave an assist to New York State Police troopers in Northern Westchester to stop a man who was allegedly abusing a person with special needs.
New York State Police troopers were dispatched to the Cortlandt Town Center at approximately 2:50 p.m. on Saturday, May 8, where there were reports of a man striking another man with special needs inside a van.
The investigation into the allegations determined that 64-year-old Jean Donatien, of Peekskill, an employee of Opengate, slapped and knocked his victim’s head against the van window.
The victim was not injured in the incident.
Donatien was taken into custody without incident and charged with endangering the welfare of an incompetent or physically disabled person, a felony. Following his arraignment in the town of Cortlandt Court, he was released and scheduled to reappear in court on Thursday, May 13.
