OSSINING, N.Y. – State Sen. David Carlucci is calling for legislation to that would treat most 16 and 17-year-olds charged with criminal offenses as juveniles, according to theexaminernews.com.
During a recent press conference held outside Sing Sing Correctional Center in Ossining, Carlucci, whose district includes Ossining, said that approximately 800 people under the age of 18 are serving time in adult prisons throughout New York, theexaminernews.com reported.
Carlucci said this opens the juveniles to being abused by older inmates, and he pushes for rehabilitation rather than incarceration for non-violent offenders aged 16 and 17, according to theexaminernews.com.
