The incident occurred in Dutchess County on the Beacon side of the bridge at around 6:50 a.m. on Tuesday, Sept. 17. Man Apprehended During Traffic Stop Sentenced For Killing Hudson Valley Man A former resident in the area has been sentenced to 20 years in prison for the shooting death of a Hudson Valley man. Jason Jabouin, age 35, was sentenced on Monday, Nov. 29, to one count of manslaughter in connection with the killing of Ryan Franklin, of West Haverstraw on Friday, May 22, 2020, according to Rockland County District Attorney Thomas E. Man Faces 20 Years In Prison For Fatal Rockland Shooting, DA Says A 34-year-old man will be sentenced to 20 years in prison later this year after pleading guilty to manslaughter in the death of a Rockland County man. Jason Jabouin, of Fayetteville, North Carolina, pleaded guilty on Thursday, May 20 to manslaughter in the killing of Ryan Franklin in May 2020 in Nyack, said Rockland County District Attorney Thomas E.
