After receiving multiple complaints from members of the community, Suffolk County First Precinct Crime Section officers launched a multi-agency raid at Eastern Xin Sheng USA Inc., doing business as Health-Enjoy Foot Spa on Deer Park Avenue in Deer Park at approximately 3:15 p.m. on Tuesday, March 30.

Among those also involved in the raid were the Town of Babylon Deputy Commissioner of Public Safety, the Town of Babylon Fire Marshal, the Town of Babylon Building Inspector, and the Town of Babylon Code Enforcement.

The raid led to the arrest of two, who are facing multiple charges.

Guizni Jia, age 57, and Jinwen Xiao, age 38, both of Flushing, Queens, were arrested during the raid and charged with unauthorized practice of a profession, a felony under New York State Education law.

Additionally, the Town of Babylon Quality of Life Task Force issued seven building, fire, and code violations to the tenant.

As a result of the raid, Health-Enjoy Foot Spa was condemned and closed due to the violations.

Police noted that this is the second time the building has been condemned and shut down following a previous raid on June 29, 2018, when two other women were arrested on the same charge as Jia and Xiao.

Jia and Xiao were released and scheduled to be arraigned on Friday, April 16 at First District Court in Central Islip.
