The man's body was discovered in Hastings-on-Hudson at 10:15 a.m. on April 23, 1978, by a driver traveling north on the parkway, according to the Westchester County District Attorney's Office. Between 11 a.m. and noon on Friday, July 23, 15-minute traffic stoppages are expected along the northbound and southbound parkway between Exit 12 in Hastings-on-Hudson and Exit 17 in Dobbs Ferry, the New York State Department of Transportation said.
