Traffic Impact Of Mt. Vernon Ave. Proposal Eyed

MOUNT VERNON, N.Y. – Traffic was the main issue Wednesday night when the Planning Board took up a proposal for an 11-story apartment building at 130 Mount Vernon Ave.

Brian Dempsey, a traffic engineer hired by MacQuesten Development, said he saw the proposal having little or no impact on the nearby intersection at Terrace Avenue. That intersection will operate at “poor levels of service” with or without the proposed apartment building, he said, adding that a traffic light is not recommended at Terrace Avenue since fewer than 100 cars use the intersection during peak hours.

Dempsey told the planners, “We do expect delays in the area unrelated to the project,” but added, “The impact [of the proposal] on the intersections wouldn’t change any level of service. We can work with the city on traffic signals if necessary, but most of the traffic is during the morning hours.”

Jack Adesso, attorney for MacQuesten, said there would always be traffic problems in the area, but that shouldn’t prevent “reasonable development.” He said there are many businesses in the area that generate more traffic than would the proposed apartment building.

“This has been a difficult location since we began using horses and buggies,” Adesso said. “It’s very difficult to deal with.”

Dempsey said if traffic becomes a bigger issue than it is now, the city can install a stop sign. 

“We think that the [traffic] growth we are projecting is very conservative,” Dempsey said.
