Mount Vernon Business Seeks To Extend Variance

MOUNT VERNON, N.Y. – An extension for construction of an on-site parking facility at 485 Gramatan Ave. and 8 East Cedar St. was tabled for one month by the Zoning Board of Appeals at its meeting Tuesday night.

Attorney Hannah Gross, representing property owner Cedar Manor, LLC, requested the extension on the site of an old Chase Bank building, which the company plans to open as Fleetwood Pharmacy. No timetable is set for completion. Currently, the location on Gramatan Avenue is vacant and has wood walls around it, blocking it from pedestrian traffic.

Zoning Board of Appeals Chairman Irwin Davison said that the project couldn't go forward yet anyway because it has not been granted site-plan approval, adding that this is not the usual type of case that comes before the board. The original variance was granted on June 28, 2011 but will expire on Friday. Davison said that when such a variance is granted, the owner of the property has one year to exercise it and two years to complete construction or the variance lapses.

“They want to go from a bank to a retail store,” Gross said. “We can wait but my client still wishes to exercise some type of variance. There haven’t been any changes around my client’s property either. It’s hard to imagine it would change in one year. We think an extension would be appropriate.”

The case will be before the board again at its Aug. 21 meeting.
