Man Charged With Approaching Children Walking To School In Port Chester A 31-year-old man faces charges after approaching children walking to an elementary school in Westchester, police said.  The arrest stemmed from a complaint made to Port Chester Police by the John F. Kennedy Elementary School administration detailing that an unknown man had been approaching schoolchildren on Olivia Street.  The department then investigated this complaint and began surveilling the area. They soon saw a man approach a child, engage in small talk with her, and offer to walk with her, according to police.  The girl then continued on her way to school and ignored…
