Mulligan, a frequent critical speaker at the Town Council's public forums, has previously run for spots on the council and for mayor since 2005, including the District 2 seat on the council in the 2015 election, the Stratford Star reported.

He is running as a petitioning candidate to fill the District 2 seat vacated by Republican Mark Dumas following his June resignation, said the Stratford Star.
