A foreign national living in White Plains made veiled threats and became combative toward police officers in Scarsdale after being busted driving with a blood alcohol content more than triple the legal limit, police said.

An officer on routine patrol on Post Road spotted a 1999 Mercedes driving slowly along the roadway, swerving over the pavement markings, according to the Scarsdale Police Department. The officer began to follow the driver onto Lakin Road, and eventually tracked the motorist onto Birch Lane, where the car was parked.

The officer conducted a traffic stop, and while speaking with the driver, Steven Edney, 44, he found that Edney had a strong odor of alcohol on his breath and his eyes were glassy and bloodshot.

When asked what he was doing on Birch Lane in Scarsdale, Edney said that he was going to his girlfriend’s house nearby, police said. When prompted to say where he was, Edney said “Eastchester.’ The officer asked Edney if he had been drinking earlier, to which he replied that he “had nothing in the car.”

According to police, the officer attempted to ascertain additional information from Edney, but was unable to do so due to his “slurred speech and his responses not making sense.” Edney proceeded to fail multiple Standardized Field Sobriety Tests, repeatedly ignoring instructions from the responding officer, muttering that the tests “were too complicated.”

A breathalyzer taken at the scene found that Edney had a blood alcohol content of .25 percent, more than triple the legal limit and he was arrested.

While at Scarsdale Police Headquarters for processing, police said that Edney became agitated and began making statements that he was a United Kingdom citizen and that police “would be sorry for arresting him.” He further stated that “he did not know who (officers) were dealing with.”

Police said that Edney continued to defy officers, and stated “don’t touch me” while he was being marched through the department for processing. Edney also refused to be taken out of handcuffs, repeatedly saying “no” to officers attempting to remove them. Edney also refused to answer any questions during a suicide screening.

Edney ultimately submitted to a Datamaster DMT test, which found that his blood alcohol content was .22 percent. Scarsdale Police Sgt. Steven DelBene advised Edney of his DWI warning and contacted the United Kingdom Embassy due to Edney’s status as a foreign national.

Following his arrest, Edney was charged with driving while intoxicated and aggravated DWI with a blood alcohol content greater than .18 percent. He was also cited for moving from his lane unsafely. Edney was released and is scheduled to appear in Scarsdale Village Court on Wednesday, March 27 to respond to the charges.
