Mark A. Kenny, age 61, was arrested on Wednesday, March 12, on grand larceny charges following an investigation that began in December, the Putnam County Sheriff's Office announced on Thursday, March 13.
According to the Sheriff's Office, the investigation began when board members from a civic organization in Garrison contacted authorities, suspecting that their treasurer was stealing funds.
Detectives from the Sheriff’s Bureau of Criminal Investigation met with the board and reviewed bank records spanning four years, revealing significant financial losses.
During the probe, it was discovered that Kenny was also treasurer for a second civic group, prompting investigators to analyze five years' worth of financial records for that organization as well, the Sheriff's Office said.
A thorough audit of both organizations' accounts uncovered evidence that Kenny had used their funds for personal expenses, including:
- Food, gasoline, and cell phone bills;
- Dental expenses and pet supplies;
- Cigars and liquor;
- Automotive and lawn equipment;
- Building materials and dumpster rentals;
- Multiple charges at bars and restaurants across Putnam, Dutchess, Westchester, and Orange counties.
Authorities also said they found that food purchases were made through a restaurant supplier using a fraudulent credit application, in which Kenny allegedly added himself and his wife as authorized users.
Additionally, the investigation uncovered numerous cash withdrawals made both at ATMs and bank branches.
Detectives determined that the first organization suffered over $118,000 in losses from its checking and investment accounts, while the second lost over $90,000 from its checking account. The two organizations were not named.
After his arrest, Kenny was charged with three counts of second-degree grand larceny. He was arraigned in Philipstown Town Court and was released on his own recognizance as a result of bail reform laws, the Sheriff's Office said. He is scheduled to return to court at a later date.
