Summer Parkman, 32, was charged after Animal Control Officer Michael Franzetti seized her abandoned dog during a search of her Taff Avenue apartment in January, the Advocate said.

Parkman was contacted by Franzetti and made plans to be interviewed and never showed up, reported the Stamford Advocate.

She was released after signing a promise to make a court appearance, the Advocate noted.
