ELMSFORD, N.Y It took 20 minutes of heavy rain for the water to start gushing on Tarrytown Road and the traffic to get jammed in front of the Greenburgh Public Library Thursday around 1 p.m.
Its been always like that for as long as I can remember, said George Harris, 53, who has been living in Elmsford since he was five.
Harris came riding his bicycle from Elmsford to Greenburgh on the north sidewalk of the road, before he stopped in front of the Syms store.
If it rains like this for another half hour, you wont be able to go under the bridge, he said, referring to the nearby Knollwood Road underpass.
Harris pointed to the black Ford Crown Victoria from the Elmsford Police Department, parked across the road.
You see over there, he said. They are already blocking the bridge.
Harris said he doesnt like to ride on the rain, but had to check on his mother. Yet, he believed he was better off than the drivers who, at that time, formed a long line near him.
Id rather be on my bike than driving a car. If I had a car, it would be parked in a garage, he said, and then rode away.
Not long after he left, a timid sunray shined over Tarrytown Road.
