Man Charged With Animal Cruelty After Dog Found In Severe State Of Neglect

A  30-year-old man was arrested after officials found his Great Pyrenees dog in such a severe state of neglect that it was days from dying, SPCA officials said.

Omer Fahim of the town of Kent was arrested on Saturday, July 13 by Putnam County SPCA officers after being contacted by the town's dog control officers about a loose dog, said the Putnam County SPCA.

The dog was found on Dean Road, near Fahim’s residence. He was familiar to animal control officers due to being found running loose numerous times in the past, officials said.

Because of the condition of the dog, the officer brought the four-year-old, to the Carmel Animal Hospital. 

The dog had large amounts of fecal matter strewn throughout its coat, large thick hair mats constricting the dog’s ability to produce waste and urine-soaked matting which constricted the dog’s ability to produce urine, the SPCA said.

 The dog’s nails had also become overgrown and began to curl under causing pain to its paws. 

The veterinarian who examined the dog told officers that without immediate veterinary and after-care, the dog would have possibly died within days.

 The dog was also found to have maggots coming from its snout area due to the unsanitary conditions it was living in a barn across from Fahim's residence, the SPCA said.

 The dog was treated, groomed, and is currently under veterinary care.

Following an investigation,  officers were able to determine that the dog had only been loose from the residence for a short period of time, and had been under the owner’s care living in this condition. 

Fahim was charged with animal cruelty/neglect.

The dog will be placed with a Great Pyrenes rescue group after continued veterinary care.
