The multi-day operation, which was led by the New York State Police in partnership with the Rockland County Sheriff’s Office and the Town of Ramapo Police Department, targeted suspects allegedly involved in online exploitation and trafficking of minors, State Police announced on Wednesday, April 9.
Investigators said they used advanced cyber tactics to pose as minors on internet platforms commonly used for grooming and exploitation. The suspects, police added, believed they were communicating with underage children and made plans to meet them in person.
Instead, they were met by law enforcement and arrested on a range of serious charges, including attempted rape, endangering the welfare of a child, and disseminating indecent materials to minors.
Those arrested were:
- Sullivan County resident Jose B. Tombriz-Ixquiactap, 28, of Monticello, who was charged with first-degree attempted rape and attempted endagering the welfare of a child and later remanded to Rockland County Jail in lieu of $50,000 cash, $100,000 bond, or $150,000 partially secured bond;
- Rockland County resident Yessachar D. Klahr, 51, of Monsey, who was charged with first-degree attempted rape, third-degree attempted patronizing of a person for prostitution, and attempted endangering the welfare of a child, and was remanded in lieu of $7,500 cash, $15,000 bond, or $30,000 partially secured bond;
- Rockland County resident Adrian Rosas, 33, of Stony Point, who was charged with first-degree attempted rape and endangering the welfare of a child, and was remanded in lieu of $50,000 cash, $20,000 bond, or $30,000 partially secured bond;
- Westchester County resident Diego Patricio D. Pachar Corte, 38, of Cortlandt Manor, who was charged with second-degree attempted rape, first-degree attempted dissemination of indecent material to minors, and attempted endangering the welfare of a child, and was remanded in lieu of $50,000 cash, $100,000 bond, or $150,000 partially secured bond;
- Westchester County resident Nayib J. Valdivia, 33, of Ossining, NY, who was charged with first-degree attempted dissemination of indecent material to minors and attempted endangering the welfare of a child, and was remanded in lieu of $50,000 cash, $100,000 bond, or $150,000 partially secured bond;
- New Jersey resident Carl W. Ellis, 55, of Maplewood in Essex County, who was charged with second-degree attempted rape, first-degree attempted dissemination of indecent material to minors, attempted endangering the welfare of a child, and seventh-degree criminal possession of a controlled substance, and was remanded in lieu of $50,000 cash, $100,000 bond, or $150,000 partially secured bond.
All six are scheduled to return to Montebello Village Court on Friday, April 11.
The investigation is ongoing, and authorities say additional historical investigations are underway for each suspect.
