21-Year-Old Charged In Hit-Run That Seriously Injured Man On Morning Run

A 21-year-old man has been arrested in connection with a hit-and-run crash of a pedestrian that was seriously injured.

Ismael Ramos, of Port Jervis, was arrested Thursday, Jan. 31, and charged with leaving the scene of a serious injury accident and failure to keep right, said New York State Police Trooper Steven Nevel.

The incident took place around 7 a.m. Jan. 8 when Robert Ruscher, 62, of Greenville, was on a morning run along Monahan Road in Greenville when he was struck by a vehicle in the 100 block of the roadway, Nevel said.

The driver of the vehicle, later identified as Ramos, left the scene, police said.

Ruscher suffered a broken right ankle, a head injury, and several abrasions.
