Westchester Teen Charged With Criminal Obstruction Of Breathing Following Month-Long Probe A Westchester teen has been charged with criminal obstruction of breathing after a month-long investigation, police say. New York State Police say Matthew Spataro, 19, of Yonkers grabbed the throat of a female victim against her will, causing injury in Glen Spey, located in Sullivan County. Spataro was arrested at his Yonkers residence on Wednesday, May 29 following a month-long investigation by SP Liberty BCI and the Campus Sexual Assault Victims Unit (CSAVU).
