New Castle Explores Raising Parking, Water Fines

CHAPPAQUA, N.Y. – While only in the exploratory stages, the New Castle Town Board got the ball rolling on handing out stiffer penalties for unpaid parking fines and late water payments at a work session last week.

Currently, the penalty for an upaid parking fine becomes doubled when it has not been paid after 30 days, and the fine continues to increase by one and a half percent every month after. New Castle’s town justices are hoping to create more incentive for residents to pay their fines on time.

“Really what they wanted to have happen, and what their suggestion would be, is that the fined be doubled after 30 days and tripled after 60 days,” said Town Administrator Penny Paderewski. “They didn’t feel (the current fine) was significant enough.”

Anther proposal that is in the very early stages is a penalty increase for residents who do not make their water payments on time. Once a year the board receives a list of residents who have not paid their water bills and those payments usually get added to their tax bill.

“The concept is that people are doing this on purpose so that they when they pay it as part of the tax deduction, they get some benefit out of not paying their water,” said board member Robin Stout. “I think something to discourage that would be very useful.”

While the proposals are simply in the form of a draft, the board was in unanimous agreement over the stiffer penalties.

“It’s very clear that this is nowhere near ready,” said Town Supervisor Barabara Gerrard. “This will be an ongoing thing. It will be a while. At least we got the first step.”
