Ice Cream Shop Approved For Downtown Chappaqua

CHAPPAQUA, N.Y. – Hall of Scoops will come to downtown Chappaqua after receiving unanimous approval Tuesday night from New Castle’s Planning Board.

The ice cream and candy shop was allowed use by the town but it had to go through the planning process because it was a change of use from the previous tenant, Always the Children.

The only thing left for Hall of Scoops’ owners is to obtain a building permit, which they are in the process of receiving, said architect David Graham. Once obtained, the renovation work would then be carried out immediately.

Owner Lori Ceisler has said she is looking to fast-track the proposal and possibly expand her Armonk-based Hall of Scoops to downtown Chappaqua by this fall. The 1,700-square-foot storefront at 14 S. Greeley Ave. is more than double the size of its sister-store in Armonk and will serve candy, ice cream and frozen yogurt. The ice cream will be supplied by Longford’s Ice Cream in Rye.

"We don’t really like to compare ourselves to anybody else out there. We’re kind of our own entity unto itself," Ceisler said. "Obviously there are other fro-yo places and other ice cream places and other candy places. I don’t think there are many that balance all three under the same roof."

Ceisler called Hall of Scoops "my creation, my baby," but said it is very much a family-run business. Her husband Billy Ceisler and brother-in-law Brad Ceisler, a Chappaqua resident, will also help with the day-to-day operations.

"We’ve been in business there for over a year and it’s been rave reviews," Ceisler said. "We’re excited to bring the same thing here to Chappaqua."
