Man Charged In Violent Northern Westchester Domestic Incident A 49-year-old man is facing charges after a violent incident in Northern Westchester. New York State Police responded to Oak Road in the town of Cortlandt on Tuesday, Feb. 5 at approximately 8:15 p.m. on the report of a physical domestic dispute. Further investigation revealed that Howard J. Powley of Cortlandt had choked the victim and then prevented an emergency call for help. Powley then allegedly released the victim, who ran out of the residence. Outside, Powley proceeded to menace the victim before smashing a lawn ornament on the victim’s vehicle.
