On Thursday, Nov. 12, Brian Tillis, 49, surrendered himself to the Southold Police Department after failing to report a move from Fisher’s Island to Groton, Connecticut, earlier this year.

Police said that Tillis was charged with failing to register an address change as a convicted sex offender, also known as Megan's Law. As a registered Sex Offender, Tillis is obligated to notify law enforcement within 10 days of changing his address, which he failed to do.

According to police, Tillis has a previous conviction under the same law from 2008, which upgraded his charge to a felony. He was scheduled to be arraigned in Southold Town Justice Court on Friday, Dec. 13.

The Division of Criminal Justice Services has assigned Tillis as a level two threat, which means he is at "moderate risk of a repeat offense.”
