The Board of Regents examined a recent proposal by the Board of Education, but it appears reaching an agreement on the policy is proving to be difficult, WNYT.com reported.
Lawmakers approved the system with the new budget this year, but the New York State United Teachers union has stood strongly opposed, saying that test scores weigh too heavily on evaluating an educator's performance, WNYT said.
