Current mayor Michael Puzio, who is finishing Dachisen's term, filed a similar suit Monday in Superior Court.
Puzio's suit says council violated state law in vesting the mayor with exclusive control over the municipal administration.
The mayor said "the straw that broke the camel's back" was when council struck a law firm from a list of professionals to be appointed as the township's new attorney, and then approved a resolution to limit funding for services, The Daily Record reports.
The suit "seeks to invalidate" the action.
Council President Tucker Kelley said there is no aggression and council is simply "doing the normal course of business."
Puzio said that he was left with no alternative.
“When I became mayor, I promised the citizens of Rockaway Township that I would make every effort to work with the council to end the toxic atmosphere that existed for almost a year and which frustrated responsible and productive government,” Puzio said on Facebook.
"I will not give up the promises I made when elected and ask for your support."
