Officers Adrian Sulejmani and Tomasz Cydzik approached 38-year-old Michael D. Torrence, 38, of Hamburg, after seeing him alternately fall out, then wake up while smoking a cigarette, Detective Capt. Laurence Martin said.

Torrence, who didn’t respond to the officers, had constricted pupils, Martin said.

SOUL FOOD was stamped on 21 of the heroin bags; the others had no stamp, the captain said.

Officers also found a tourniquet- with heroin residue on it and a hypodermic syringe, he said.

Torrence was processed at headquarters on drug-related charges and released pending a hearing.
