POLICE: Budd Lake 'Peeping Tom' Took Cell Phone Video Of Kid Engaged In Sex Act

A 23-year-old man from the Budd Lake section of Mount Olive was arrested after taking a cell phone recording of a juvenile engaged in a sex act, authorities said.

Police identified Melquan M. Vargas as a suspect in "peeping Tom" incidents at Hensyn Village apartments that occurred late last year, after he was arrested on charges for possession of more than 50 grams of marijuana, Mount Olive Police said.

A search of Vargas' home on Jan. 25 turned up a cell phone video depicting a juvenile in a "prohibited sexual act," along with a pound of marijuana, police said.

Vargas was charged with three counts each of child pornography, invasion of privacy and stalking, and taken to Morris County Jail.
