LYNDHURST, N.J. -- A Lyndhurst man busted twice in the past 18 months on major drug charges was arrested by Port Authority Police at the Holland Tunnel late Monday.

Charles Quiroz, 45, had three suspensions on his driver's license when an officer pulled him over, the Port Authority's Joseph Pentangelo told Daily Voice. Quiroz was charged with aggravated unlicensed operation of a motor vehicle.

His arrest was one of three separate tunnel incidents just hours apart.

Port Authority police also arrested a 35-year-old Brooklyn man, Javon Shipman, after an officer smelled marijuana coming from his 2009 Lexus at the toll plaza, Pentangelo said.

A computer check found that Shipman's driver's license had been revoked and the car had a different license plate, Pentangelo said. He also had an Alprazolam pill without a prescription and a digital scale bearing marijuana residue, he said.

Shipman was charged with various drug and traffic offenses.

A short time earlier, Port Authority police arrested 28-year-old Efrain F. Cartagenadenenau -- whose license had been suspended five times, Pentangelo said. He, too, was charged with aggravated unlicensed operation of a motor vehicle.

Last summer, detectives from the Bergen County Prosecutor’s Office and Cliffside Park police arrested Quiroz and a 72-year-old Peruvian national who they said were carrying more than five ounces of cocaine for sale along with $2,800 in alleged drug proceeds outside the Winston Towers condominiums.

Quiroz posted $150,000 bail and was released from the Bergen County Jail two weeks after the Memorial Day weekend arrest.

Several months earlier, county detectives said they seized $2,000 worth of cocaine and Oxycodone and nearly $6,000 in cash while arresting Quiroz at his home.
