Charged with a variety of drug charges with the intent to distribute them were driver Shawn S. Downing, 24, of Hagerstown, and passengers Rashad Scrivens, 27, and Hannah M. Sensel, 19, of Martinsburg, West Virginia

Downing also received several motor vehicle summonses.
