Traffic Slowed After Overturned Truck Spills Debris Into Busy Maryland Roadway Some motorists were held up on Wednesday afternoon in Montgomery County when a dump truck overturned and spilled debris into a busy roadway. Fourth District units were called at around 2 p.m. on Oct. 9 to a stretch of Layhill Road near Norbeck Road, which led to delays for some travelers heading through the area in the area of Aspen Hill.
