A shotgun-wielding man shouting racial slurs at a pair of shoppers at an area business during an altercation is facing serious charges in Charles County, according to the sheriff's office. Waldorf resident Harold Andrew Howard, 53, was arrested on Sunday afternoon after directing a diatribe at two people inside a White Plains business before allegedly threatening them with the shotgun.
