Andre Quinn Russell, 20, pleaded not guilty to the charges and his bond was set at $1 million, thehour.com reported.
James, 46, was shot at point-blank range in the head at Pacific Street and Woodland Place on June 5 while a crowd of about 50 people was gathered in the area, the Advocate said. A surveillance camera in the area recorded the murder, and eyewitnesses came forward.
This was the first homicide in Stamford since April 19, 2013.
This was not Russell's first brush with the law. He was arrested in May 2012 for firing a gun into a group of people on Henry Street and was sentenced to 18 months in prison, thehour.com said.
Russell's next court date will be on Friday, June 20, according to thehour.com.
