Greenwich officers allegedly observed a vehicle with New Jersey license plates parked on the street in the area of New Street and N. Water Street in Byram on Thursday, Feb. 21 around 11:30 a.m.
An inquiry of the dealer license plate showed that it had been stolen from Lodi, New Jersey.
Officers continued to monitor the vehicle but did not see an owner or operator approach, so a tow truck was contacted to remove the vehicle from the road, police said.
While waiting for the tow truck, a male subject approached and advised authorities that the vehicle belonged to him and identified himself as 48-year-old Carlos Collantes of Norwalk using his Peruvian Passport, according to police.
Police said Collantes further stated that a friend provided him with the license plate and told him that he would be able to use it without an issue.
A COLLECT query of Collantes revealed an active warrant from Norwalk.
Collantes was arrested and the vehicle was towed by Riverside Tow Service.
Collantes was processed and charged with second-degree failure to appear. He was unable to post his court set bond of $1,000 and is being held at Greenwich Police Department. Collantes is scheduled to return to Norwalk Superior Court on Friday, March 1.
