NORWALK, Conn. Norwalk has named Thomas Kulhawik as its new police chief, the city's police commission announced Friday. Kulhawik, a deputy chief, had been acting chief since former Chief Harry Rilling retired last month.
Lt. David Wrinn has been named deputy chief.
