Officers from the Milford Police Department were dispatched to Town Fair Tire on Boston Post Road at approximately 2 p.m. on Monday, Feb. 18, when there was a report of a man attempting to use gift cards that were previously purchased using fraudulent credit card accounts.

Police said that officers arrived at the store and found the suspect - later identified as New Haven resident Phillion Harvey - attempting to flee from the parking lot. A patrol car was positioned in front of Harvey in an attempt to stop him from leaving, though he struck the vehicle and instead drove south on I-95.

Connecticut State Police troopers were notified and Milford police officers chased Harvey onto the interstate, where he was allegedly driving erratically. Harvey eventually came to a stop when he crashed into the guardrail on the exit 38 ramp near the Route 15 connector.

Harvey, 46, then took off on foot, though he was quickly taken into police custody. At Milford Police Headquarters, Harvey was charged with:

  • Engaging Police in Pursuit;
  • Evading Responsibility;
  • Interfering with Police;
  • Reckless Driving;
  • Operating an Unregistered Motor Vehicle;
  • No Insurance;
  • Misuse of License Plate;
  • Operating a Motor Vehicle without a License, and;
  • Criminal Attempted Larceny.

Following his arraignment, Harvey was released on a $15,000 bond. He is scheduled to appear in Milford Municipal Court next month on March 19 to answer the charges.
