Man Sent To Prison For Violating Sex Offender Registry Law

A registered sex offender convicted of rape is heading back to prison after failing to notify authorities about his move to Connecticut.

Waterbury resident Byron Elliott Vaughn, 32, was sentenced in Bridgeport District Court to 24 months in prison, followed by five years of supervised release for violating the Sex Offender Registration and Notification Act by failing to disclose his move from Virginia into the area.

In July 2009, Vaughn was convicted of rape in Virginia and sentenced to 10 years in prison, suspended after two years, and 15 years of probation. He was also ordered to comply with lifetime sex offender registration requirements. Vaughn was released from prison in November 2009, registered as a sex offender and complied with sex offender requirements through 2012.

According to John Durham, the U.S. Attorney for the District of Connecticut, in 2015, Vaughn failed to update his sexual offender registration and then did not register as a sex offender in Connecticut, when he moved and applied for a job in Waterbury in November 2016. Vaughn worked a hospital in Waterbury until he was arrested by the U.S. Marshals Service on August 9, 2017, on a violation of probation warrant that was issued in Virginia in December 2015.

Vaughn was also convicted in Virginia of the probation violation and was sentenced to 77 months in prison, suspended after 60 months. Vaughn has been detained since his arrest. He pleaded guilty on June 18.
