Phillipsburg Man, 21, Sexually Assaulted Teen He Met On Social Media App, Prosecutor Says

A 21-year-old Phillipsburg man is accused of sexually assaulting a teen he met and communicated with on social media apps, authorities said.

In an investigation conducted by the Warren County Prosecutor’s Office Special Victims Unit and the Phillipsburg Police Department, Douglas Soto, of the 100 block of Bowers Avenue, is charged with two counts each of second-degree sexual assault, fourth-degree criminal sexual contact and third-degree endangering the welfare of a child, a news release said.

Soto allegedly met the victim, who was older than 13 and younger than 16, on the Wizz App and further communicated with her using SnapChat.

He then met up with the victim and committed “multiple acts of sexual penetration and sexual contact,” Pfeiffer said.

The offenses took place in Phillipsburg and Alpha while Soto was at least four years older than the victim, authorities said.

If found guilty on all counts, Soto faces up to 33 years in state prison, Prosecutor James L. Pfeiffer said.

Soto made his first court appearance Wednesday and was released on conditions before his next scheduled court date on Sept. 3.
