A 2-year-old boy who died after falling from a third-floor window is one of five children who were allegedly living in "deplorable and uninhabitable" conditions at a Connecticut residence. The incident took place around 3:30 p.m., Saturday, July 22 at 1091 Capitol Ave., in Hartford. According to Lt.
