Jelson Cabrera was struck on Route 46 West near Sandra Drive, a spokeswoman for the Morris County Prosecutor's Office said. The vehicle fled the scene, authorities said. Cabrera was transported to Morristown Medical Center where he was pronounced dead, authorities said. Parsippany PD Seek Well-Dressed Black Male Who Approached Female Teen Authorities are seeking a black man who approached a teen and questioned her Wednesday. The man was well-dressed with short hair -- possibly grey -- and appeared to be in his 40s, Parsippany Police Chief Andrew Miller said. He approached an 18-year-old near Woodhaven Road and asked her if she was in high school and if she had an older sister, police said. The teen quickly left the area.
